Pre-Litigation Record
The Georgia Attorney General’s two mediation letters, the Georgia DOE response, BCSD’s denial letter to a parallel civic-parent requester (Kerry Hatcher), and the Parker Poe ORR cost schedule across the three parallel requester tracks. Open Records Requests
The parallel ORR record — primarily Kerry Hatcher’s civic-parent filings during March 2025, which ran alongside the Macon Melody’s journalism-track requests. The JH-settlement ORR at the core of Hatcher’s batch asked BCSD for the same settlement records the Melody case now seeks.
Why these documents are here. The Open Records Act disputes that led to Melody v. BCSD did not begin with the complaint on August 4, 2025. They began in July 2024 and ran through the Georgia Attorney General’s Open Government Mediation Program, a response from the Georgia Department of Education, and a Parker-Poe-issued refusal pipeline that operated against three different requester categories simultaneously. The Background page narrates that sequence. This section hosts the underlying primary sources.
