Open Records Requests

The parallel ORR record — primarily Kerry Hatcher’s civic-parent filings during March 2025, which ran alongside the Macon Melody’s journalism-track requests to BCSD.

Melody v. BCSD is based on the Macon Melody’s own Open Records Request (reporter Laura Corley’s June 2, 2025 request for settlement dollar amounts) and the subsequent June 5, 2025 denial. The complaint and its exhibits document that ORR thread. The pages in this section document a separate-but-parallel thread: the requests Kerry Hatcher filed in March 2025 as a Bibb County parent seeking substantially overlapping records.

The significance of the parallel thread, for the Melody case, is procedural and documentary rather than substantive:

  • BCSD’s March 14, 2025 denial letter to Hatcher deploys the same § 99.3 “requester-knowledge” FERPA theory that is now at issue on the Melody MSJ. See the Pre-Litigation Record for the denial letter itself.
  • The “coordinated ORR effort” that BCSD’s denial letter to Hatcher references is the factual co-location of three independent requester categories filing in the same fourteen-day window — journalist, civic-parent, and internal-staff. The Background page narrates the full three-track window.

What’s deliberately not here

  • Corley’s ORRs. The July 29, 2024 and June 2, 2025 requests by Macon Melody reporter Laura Corley are documented in the court filings as Exhibits A and B to the Complaint.
  • The Alex II teachers’ ORR. The February 28, 2025 request by two Alex II teachers for personnel records on three of their colleagues received a $1,590 cost estimate from Parker Poe on March 5, 2025. That response is included in the Pre-Litigation Record for its pattern-evidence value across the three-track window; the underlying ORR itself is not posted here.
  • The United Way of Central GA ORR. Hatcher’s March 14, 2025 United Way request received a cost estimate but was canceled before a final disposition. Because it reached no dispositive outcome, it is not part of the refusal-pattern record and is not indexed here.
